Is there a way to find out how many mares were bred to a certain stallion in a particular year? what about the same information for the current year?

I think you can find out the previous years numbers from the PFHA if you request that information from them. It's not against the law for them to give out that information, so it never hurts to ask,

But the numbers may be deceiving, some stallion owners do not file their reports in a complete form, they may only file an initial report by the deadline then file addendums based on registration request. Many times there is poor communication between the stallion owner and the mare owner so it's difficult to acertain if the breeding was successful and a foal was produced. Technically the breeding does not have to be listed on the stallion report if no registration is going to occur.

If semen is shipped to another country the mare owner may not need that breeding reported to the PFHA. So there are many errors that lead to a stallion report that's not the real picture.

It's also customary to give breedings away in certain situations, so you can't assume money changed hands and the stallion owner made a big profit.

Generally the PFHA will give out any information about a situation that they can without getting in hot water. And stallion owners should not be upset about people getting that information, as I said before there are plenty of loopholes available to them to hide information if they want to since many offspring go without registration for a number of years.

Correct.  Your best bet is to talk to the stallion owner and hope they keep accurate numbers.   PFHA's main concern is validating foal registry.  It also acts as a backstop for stallion owners who have not been fully paid for their services by mare owners.  Without the breeding report, the resultant foal cannot be registered with PFHA.  Too bad there isn't protection for the mare owner who has paid in full but still cannot get the stallion owner to provided correct reports.

Number of foals registered is not a true reflection of mares serviced.  Some may not conceive, some may not go to full partuition, and some may not register the foals right away.
