Puerto Rican Congress fines tail alteration!

Rafael Arbelo just informed me that Puerto Rico will put into law banning tail alterations.  The law is effective at the end of 2008.  Fines and penalities will be assessed against anyone breaking the new law.

While the practical implementation may be difficult this is great news!  Puerto Rico has committed to the welfare of its national emblem.  A step in the right direction.
